Because this is a network/sync issue, it can usually be fixed without reinstalling the game. Try these solutions in order:
1. The VPN Fix (Most Successful)
For many users, this error is caused by a routing issue between your ISP and the Star Citizen servers.

Set location: Connect to a server in a different region (e.g., if you are in the US, try a UK or Canada endpoint).

Launch: Try to load into the Persistent Universe.

2. The Arena Commander “Unstick”
If your character is stuck in a “bad state” on the main server, loading a different module can force a data refresh.
