The lock-down of Victoria has been extended until the first COVID-19 dose of 70% of the residents.

UPDATE: New Zealand

The safe travel zone agreement between New Zealand and Australia has been suspended.

Victoria’s domestic border permit system no longer applies to arrivals from New Zealand while this agreement is suspended.

All flights from New Zealand are considered the same as flights from elsewhere internationally and arrivals will be required to enter hotel quarantine.

If hotel quarantine is completed interstate, travellers wishing to return to Victoria following completion of their quarantine period will require a Departing Hotel Quarantine Permit to enter.

Applying for a permit

  • If eligible, you can apply for a permit at the Service Victoria website, but first, read more about what each zone means below.
  • The type of permit that you require will depend on where you have been. You must have a valid permit, exemption or exception to enter Victoria, even if you have been in a green zone.
  • When you get your permit, it will detail conditions that you must follow. This includes when and how to quarantine and get tested, if that’s required.
  • It is an offence to enter Victoria without a valid permit, exemption or exception, with fines of up to $5,452. It is an offence to provide misleading information, with fines of up to $1,652.

Red zones

Victorian residents who have been in a red zone at any time since the zone started over the last 14 days can get a red zone permit at Service Victoria to enter Victoria, but they must:

  • Quarantine immediately upon arrival in Victoria and stay in quarantine for 14 days, regardless of any negative test result.
  • Get tested for COVID-19 within 72 hours of arriving, and again on Day 13 of their quarantine period.

If you are not a Victorian resident, you are not eligible for a red zone permit.

Non-Victorian residents who have been in a red zone at any time since the zone started over the last 14 days can only enter Victoria with an exemption, exception, or another valid permit (specified worker permit, or transit permit).

If you attempt to enter Victoria from a red zone without an exemption, exception or a valid permit, you face a fine of up to AUD$5452 and could be sent back or placed in Hotel Quarantine.

Orange zones

If you’ve been in an orange zone at any time since the zone started over the last 14 days in the last 14 days, you can get a permit at Service Victoria and enter Victoria, but you have to:

  • Isolate upon arrival
  • Get tested for COVID-19 within 72 hours of arriving
  • Stay isolated until you get a negative result

If you attempt to enter Victoria from an orange zone without an exemption, exception or another valid permit (specified worker permit, or transit permit), you face a fine of up to AUD$5452 and could be sent back or placed in Hotel Quarantine.

Green zones

If you’ve only been in a green zone, you can obtain a permit at Service Victoria to enter Victoria.

If you notice any symptoms once you arrive in Victoria, immediately get tested for COVID-19.

You are still required to obtain a permit to enter Victoria from a green zone.

If you have completed hotel quarantine in a green zone and wish to enter Victoria, you must travel directly and immediately to Victoria once you have completed your hotel quarantine and apply for a Departing Hotel Quarantine Permit. If you do not travel directly to Victoria within 24 hours of completing hotel quarantine, you cannot enter Victoria from a green zone until 14 days after leaving hotel quarantine. Specified Worker Permits

Specified worker permits to enter Victoria are available to workers in certain industries.

Depending on the zone you have been in, a number of important conditions may apply – including the need to get tested regularly and quarantine when not working.

If you do not follow these conditions, you face a fine.
