California Reparations 223K : Newsom could give each black American $223k
More than two years after the police death of George Floyd, a nine-member Compensation Task Force estimates that Black Americans in California might get more than $223,000 each in reparations for racism and slavery.
California is the first state to require a separate demographic category for enslaved descendants.
The taskforce, which was established by a bill signed by Democratic Governor Gavin Newsom in 2020, has spent months travelling across the West Coast state to learn about the effects of these laws, according to a report in Thursday’s New York Times.
According to the taskforce’s March 2022 report, reparations might be awarded to the descendants of African Americans who were either slaves or who were “free Black people living in the United States prior to the end of the 19th century.”
Reparations will be given only to those who can prove they fall into one of these categories. Approximately two million of California’s 2.6 million Black inhabitants are direct descendants of slaves.
California Assembly Bill 3121
California Assembly Bill 3121 establishes the Task Force to Study and Develop Reparation Proposals for African Americans, with a Special Consideration for African Americans Who are Descendants of Persons Enslaved in the United States (Task Force or Reparations Task Force).
The purpose of the Task Force is:
(1) to study and develop reparation proposals for African Americans;
(2) to recommend appropriate ways to educate the California public of the task force’s findings; and
(3) to recommend appropriate remedies in consideration of the Task Force’s findings.
By statute, the Task Force consists of nine members. Five members are appointed by the Governor, two members are appointed by the President pro Tempore of the Senate, and two members by the Speaker of the Assembly. Task Force members are drawn from diverse backgrounds to represent the interests of communities of color throughout the state, have experience working to implement racial justice reform, and, to the extent possible, represent geographically diverse areas of the state. The Task Force may hold hearings, hear witness testimony, and request the production of evidence.

According to the most recent Federal Reserve Board Survey of Consumer Finances, cited in the paper, the median wealth of black households in the United States is $24,100, which is much lower than the median wealth of white households, which is $188,200.
Recommendations for reparations centre largely on past housing discrimination against black Californians. The panel determined that certain African-American neighbourhoods were either forcibly acquired or voluntarily abandoned in order to make way for infrastructural development.
