The online visa application system, the Consular Electronic Application Center (CEAC), was updated on March 3, 2020. The status of a visa applicant’s case has changed from “Administrative Processing” to “refused” on their case status page.

The actual situations of these candidates have not changed. To better inform applicants of their case status, an administrative modification has been implemented.
Under section 221(g) of the US Immigration and Nationality Act, visa applicants whose case status on CEAC previously listed as “Administrative Processing” were denied (INA).
Although certain 221(g) refusals can be appealed, the CEAC update appropriately reflects that the applicant’s visa application has been rejected. Any unresolved difficulties with the applicant’s visa eligibility can be resolved by the consular officer, and this status can be changed by showing that the applicant is qualified for a visa in front of a consular officer.
Consular instructions and travel.state.gov/visas can be consulted for additional information regarding the visa application process.

Changes to Vaccination Requirements for Immigrant Visa Applicants
Effective October 1, 2021, the Centers for Disease Control and Prevention (CDC) Technical Instructions for panel physicians require all immigrant visa applicants to receive a full COVID-19 vaccine series as part of their medical exam prior to being issued a visa.  The CDC requires the COVID-19 vaccine to be approved through either the World Health Organization (WHO) or the U.S. Food and Drug Administration (FDA).
Blanket waivers for the COVID vaccination will be applied in countries where the vaccine is not routinely available or when the vaccine is not age appropriate.  The Department of State encourages all immigrant visa applicants to get vaccinated against COVID-19 as soon as possible to not experience delays in their visa processing.
