Bill Payment Assistance helps families pay their ComEd bill via a grant for income-eligible customers. ComEd collaborated with Neighborhood Housing Services of Chicago (NHS) to support a new grant to help ComEd customers pay their bill.
Low Income Home Energy Assistance Program (LIHEAP) is a federally administered program that can help you stay warm in winter without upsetting your budget. Whether you rent or own your home, LIHEAP offers financial help to limited-income households to pay heat and electric bills.

Your account number will change and, if you currently pay your ComEd bill directly through a bank or other financial institution, you will need to update your account number in early 2024 to ensure your payments are applied to your account.
Your bill will also have a new look, the colors and logo will be revised to align with recent brand updates.
Business customer bills will be redesigned to now look more like a residential customer’s energy bill. This change will make it easier to read and understand your business’s supply, delivery and taxes & fees charges.

Qualify for Assistance
To qualify, you must:
- Applicant must be a current ComEd customer and have an active Residential account.
- Applicant may be either a homeowner or a renter.
- Applicant’s household income must be 80% or less of the average median income (set by HUD as of May 2023) of their designated IL HUD Metro FMR Area (e.g., Chicago-Naperville-Joliet).
Availability: Bill Payment Assistance is no longer accepting new applications. You may be eligible for other Payment Assistance programs still accepting applications listed on our website.
Eligibility
You can receive a LIHEAP benefit based on your income and household size, as well as reconnection assistance if eligible for disconnection, once per program year (October 2, 2023-August 15, 2024) or until funds are exhausted.
Household income must be provided when applying for LIHEAP.
LIHEAP has priority applications periods and eligibility requirements must be met.
- October 2, 2023 – Seniors (60+) and households with disabled individuals or children under age 6
- November 1, 2023 – Households that are disconnected or have a disconnection notice
- December 1, 2023 – All other income eligible customers
You cannot receive both PIPP and LIHEAP in the same program year. If you are new or re- applying for LIHEAP, you must ensure your 30-day household gross income meets the income guidelines.

How to Apply
1. Gather the required documentation
Documents will be submitted to and reviewed by local Community Action Agencies.
- Proof of gross income from all household members for the 30-day period prior to the date of application.
- Copies of current heat and electric bills issued within the last 30 days (if energy directly paid for).
- Copy of rental agreement (if renting) showing that utilities are included, the monthly rental amount and landlord contact information.
- Proof of Social Security Numbers or ITIN for all household members. Residents without ITIN or SSN can still apply and your Community Action Agency (CAA) will assist you in the application process.
- Proof the household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois Department of Human Services.
2. Contact your Community Action Agency
To apply for assistance, you can initiate the LIHEAP application process by going to helpillinoisfamilies.com and complete a Request for Services Form or contact your local Community Action Agency to make an appointment to apply. Community Action Agencies are local private and public nonprofit organizations that offer a range of services, including utility bill assistance, to support limited-income individuals and families. Your Community Action Agency will determine which program provides the best benefit.
How long does it take?
Average response time from the CAA is within 30 business days of completing and submitting your application. If you are disconnected or have a disconnect notice and your application is complete, your CAA will process your application within 48 hours.

How do I receive assistance?
Once your assistance details have been received by ComEd, you’ll see a line item on your billing statement indicating the credit type and amount.
