Activating an iPhone 4 over WiFi has been an option since the release of iOS 12. Older versions of iOS, however, do not exhibit this behavior. In order to activate the gadget, you will need a functional SIM card for most earlier versions.

Can we activate iPhone without SIM?
The first and most effective way to activate iPhone without SIM Card is to use iTunes on your PC. iTunes is a software established and specially designed to manage iPhone and other iOS devices. Since it is Apple’s own software, it can be trusted completely to do the said task.
Activate phone – Apple iPhone 4 (iOS4)
When you’ve restored the factory default settings, you need to activate your phone. Follow these instructions to activate your phone.
Before you can activate your phone, you need to install the program iTunes on your computer.
1. Start the program iTunes on your computer.
2. Press and hold On/Off until your phone is turned on.
3. Turn on your phone. Please Unlock.
4. Key in your PIN and press OK.
5. Connect the data cable to the socket at the bottom of your phone and to your computer’s USB port.
6. Follow the instructions on the screen to select the required synchronization settings. Select Done. After a moment, the screen shows that your phone is ready for use.
If you can’t activate your iPhone or iPad (Wi-Fi + Cellular)
Restart your iPhone or iPad.
If you’re using a mobile data connection, connect to a reliable Wi-Fi network instead.
If you see an error message on your iPhone or iPad that says the activation server is temporarily unavailable or cannot be reached when trying to activate your device, wait a few minutes, then repeat the previous steps.
If you still can’t activate your iPhone or iPad, try again using your computer instead:
Make sure you have the latest version of macOS or the latest version of iTunes.
Check that your computer has an internet connection.
Using the cable that came with your iPhone or iPad, connect your iPhone or iPad to your computer. Locate your device on your computer.
Wait while your computer detects and activates your iPhone or iPad:
If you see an alert that says “Set up as New” or “Restore from Backup”, it means your iPhone or iPad is activated.
If you get an error message on your computer that says that the SIM card isn’t compatible or is invalid, contact your network provider.
If you see an error message that says the “activation information was invalid” or “activation information could not be obtained from the device”, use recovery mode to restore your iPhone or iPad.
