From May 7th through June 30th, all motor vehicles entering the Nilgiris (Ooty) and Kodaikanal must have electronic passes (e-passes) according to a ruling by the Madras High Court.

The district administrations will be able to collect data on the number of visitors to the two hill stations during the summer, the kind of vehicles that visit, and other relevant metrics.

Justices D. Bharatha Chakravarthy and N. Sathish Kumar of a special Division Bench underlined, however, that the Nilgiris and Dindigul Collectorates are free to issue e-passes at will and that residents are not obligated to do so. The Collectors were also told to spread the word about the e-pass system.

According to the Nilgiris and Dindigul Collectors, the state government will be told to restrict the number of tourists by decreasing the entry of vehicles, in response to the High Court’s judgement. An estimated 2,000 to 20,000 automobiles enter the system daily during peak hours, leading to congestion and environmental harm.
